The Leadership Team oversee a staff of over 70 people. Their leadership ensures that we deliver services, programs, projects and partnerships that meet our purpose of ending homelessness.

Celia Adams

Chief Executive Officer

Celia Adams is a committed and experienced leader in the social services sector. She is a graduate in Sociology and Government Management and from the Australian Institute of Company Directors. As CEO, Celia is responsible for directing and providing leadership for the overall operations and implementing Beyond Housing’s strategic priorities, placing our clients at the centre of everything we do.

Celia drives business development, organisational growth and advocacy while maintaining a focus on the vision, purpose and values of Beyond Housing and shaping the future directions of our organisation as a trusted provider in a high demand sector.

A strong leader who brings the team along through change, Celia employs her skills as an exceptional communicator and collaborator to work effectively with stakeholders furthering Beyond Housing’s reach. Celia has been CEO of Beyond Housing for 10 years and was awarded the prestigious Beth Thomson Lifetime Achievement Award in the 2017 Victorian Homelessness Achievement Awards.

Andrew Chittenden

Chief Financial Officer

Andrew leads our Finance & Accounting Services team which incorporates the corporate services functions of finance and treasury management, and inter-departmental services of payroll, rent accounting and fleet management. His work is closely aligned to the activities of Beyond Housing’s Development & Asset team through the procurement and management of our debt portfolio.

As Chief Financial Officer, Andrew’s executive experience alongside his commitment to social justice drives a dynamic corporate services function which is an enabler of creativity across all areas of the business.

Charlie Bird

Chief Development and Asset Officer

As Chief Development and Asset Officer, Charlie provided leadership and strategic oversight of the organisation’s housing development portfolio, ensuring the financial viability and delivery of construction projects, increasing the organisation’s revenue and a focus on quality within management of our housing assets.

Charlie engages his passionate, drive and experience as an executive leader to develop innovative housing solutions that maximise our impact, strategically expand our asset base, improve sustainability and reduces the environmental impact of housing.

Alison Eaton

Chief People Officer

As Chief People Officer, Alison provides leadership and guidance to the organisation in all areas of Human Resources, at a strategic and operational level with a focus on quality and continuous improvement.

Alison is responsible for recruitment, learning & development, staff wellbeing, culture and engagement, talent management and leadership development, OHS and overseeing other operational HR activities.

Alison’s passion and experience as a HR Leader across multiple industries enables an agile culture for our people and enhances our profile as an employer of choice.

Penny Hargrave

Chief Operating Officer

Penny Hargrave is the Chief Operating Officer at Beyond Housing, with extensive leadership experience. She previously managed the Wangaratta Sports Aquatics & Events Precinct and served as the Arts, Culture, and Events Manager for the Rural City of Wangaratta. Penny is committed to supporting homelessness services and housing teams, overseeing the organisation’s ICT systems for operational efficiency

Maree Walker

Chief Development Officer

As Chief Development Officer, Maree provides strategic leadership and oversight of the organisation’s housing development portfolio, ensuring the successful delivery of innovative, sustainable housing projects that meet community needs. She focuses on maintaining the financial viability of projects, driving growth, and enhancing the quality of Beyond Housing’s asset base.

Maree brings a wealth of experience from both local government and the education sector, combined with a collaborative approach to her work. She is dedicated to creating housing solutions that maximise impact, expand the organisation’s asset portfolio, and improve environmental sustainability, while addressing the critical need for the provision of secure, affordable social housing for those who need it most.

Catherine Jefferies

Client Services Manager

Catherine’s experience is coupled with a passion and commitment to improving outcomes for clients and our community through quality, targeted services. Catherine is responsible for managing our homelessness and housing support programs, procedure development and implementation of support services across the organisation. She oversees the operational framework and compliance under Funding and Service Agreements.

Catherine’s leadership ensures we deliver services to our clients in ways that represent our values, promote the rights of people, and enables the best possible housing outcomes.
