Construction begins on groundbreaking Shepparton housing project

Construction is officially underway on an innovative new housing project in Shepparton, with Minister for Housing and Building Harriet Shing turning the first sod on Friday.

This 15-unit development, led by Beyond Housing, provides long-term housing for people experiencing chronic homelessness.

As part of the Victorian Government’s $26 million Regional Supportive Housing Program, the project is built on the proven principles of the Housing First model.

Beyond Housing CEO Celia Adams said the Housing First model provides people with immediate access to permanent housing without preconditions. Wraparound support services are offered, however housing is not conditional on support

“By addressing housing as the primary need first, Housing First creates an environment where residents can effectively engage with support services, pursue personal goals, and achieve long-term stability,” she said.

“Everyone deserves a safe place to call home, and we are proud to be working alongside the Victorian Government, and our local project partners to make that a reality in Shepparton.”

Our project partners, Rumbalara Aboriginal Co-operative, Primary Care Connect, and VincentCare, will offer specialised supports which are person centred and tailored to meet individual needs. 

Fully funded by Homes Victoria and constructed by Moretto Building, this development is creating jobs, boosting regional skills, and is expected to be completed in early 2026.

In collaboration with Future Homes and the Office of the Victorian Government Architect, this development embraces thoughtful, high-quality residential design to support gentle density.

Future Homes apartments are bright, energy-efficient, and built to exceed current standards for liveability and sustainability. These homes are designed to be affordable to live in, integrating environmental efficiencies to reduce ongoing costs for residents.

Recognised for its innovative design, the project is being considered for inclusion in Melbourne Design Week 2025, further highlighting its role as a model for supportive housing in regional Victoria.
